The Brookings County Finance Office Department has 2 Divisions: Finance Division: - Accountable for revenue collected by all other county offices and appropriating the funds to the correct revenue account - Bookkeeper of all county finances - Issues distress warrants to the Sheriff in the event of non-payment on state sales taxes or unemployment insurance - Keeps records of Commission proceedings - Fiscal duties include conducting a monthly verification of all bank balances and cash items and making a report of the same to the County Commission. - Preserves any documents, books, accounting records, maps, and other materials deposited in the Finance Office - Keeps inventory of county property - Maintains all Capital Assets records - Notary Public services available. Some fees may apply. - Pays all the bills of the county including payroll - Processes all county liquor licenses - Publishes an annual report of the receipts and disbursements as well as the assets and liabilities of the county - Parking permits application and issuing for individuals with a disability - Application assistance for tax reduction / rebate programs for individuals who are disabled and / or elderly (65 or older) - Collecting fees for property taxes and vehicle licenses (cars, motorcycles, trucks, trailers, commercial vehicles, snowmobiles, and boats) Election Division - Responsible for coordinating all countywide elections, including primary and general Elections. - Responsible for the master voter registration list for Brookings County. - Residents can register to vote and request absentee ballots for countywide, primary and general elections from the County Finance Office.

Responsible to keep, audit and maintain all accounting records for Brown County as set forth in the accounting manual prescribed by the Auditor-General. This includes the following: Auditing claims & preparing the warrants for all disbursements, processing payroll, preparing the annual budget, establishing tax levies for all taxing entities, apportions the taxes collected by the County Treasurer, verification of bank account balances, prepare the annual financial reports, and keeping an inventory of county property. Serves as the clerk of the County Commission and records and preserves the records of the Commission proceedings including the Board of Equalization hearings. The Auditor is also responsible for preparing the agenda for the Commission meetings and for publishing the legal notices for the Commission including but not limited to meeting minutes, public hearing notices for Bids; Alcohol & Malt Beverage License applications; Ordinances; Lottery Permits and Tax Deed Sales. At the close of the month lists all cash and cash items held by the County Treasurer and verify the balances in the depositories and report this to the Board of Commissioners. Performs all duties required by law relative to all County, State, and Federal elections held in Brown County. The County Auditor is the Election Supervisor for the County which entails the following duties: Voter Registrations, Securing Polling Places, Appointing and training of Election Poll Workers, Ballot Preparation, Counting of Ballots, Reporting Election Results, Preparing an Official Canvass of the Election, and maintain all Voter Registrations and Election History Records.

Maintains each county office's budget, and to insure that each office expenditure is provided for in the county budget. It is the auditor's responsibility to figure real estate and mobile home taxes. It should be noted that the auditor does not appraise property value, but rather figures the property appraisal into a tax levy, which is forwarded to the county treasurer for collection. Responsible for notifying the public of up-coming special or general elections; supervising the election and registering voters. Part of the county responsibility is to provide for the needy. In this aspect, many county auditors area generally given the task for handling indigent health care. Or rather, administering payment for medical services provided to people unable to pay for their treatment. This is an option of last resort, and individuals must seek assistance through other means first.
