Services include assist educational programs, building inspections, investigate complaints and zoning violation, modify county ordinances, prepare annual department budget and public meeting agendas, property rezoning and platting, review concentrated animal feeding operations, site plan reviews, update County Commission and Planning and Zoning Commission on current activities, trends, changes in law, and policies, and E-911 Addressing in Sully County. Treasurer Services provided are motor vehicle titling and registration, real estate tax collection, and a driver's license station. - This County site only accepts driver license applications/documents for licensing, then issues a paper permit (cards are printed in Pierre then mailed to the applicant weeks later). This site cannot process new CDL applicants or non-citizens. - Now available in Spanish: driver license application, study manuals and written test. Driving part of the test is still given via English as the spoken language.

The Auditor is the keeper of County records and acts as a bookkeeper of County business. The Auditor is responsible for County Commissioner meetings including scheduling, agenda, business follow-up, preparing the County's budget, audit bills or other claims against the County and prepare the warrants in payment of these bills, figuring the mil levy, head election officer of the County, and notary public services available. Some fees may apply Welfare services include medical assistance, utilities assistance for disconnect notices on heating bills, and burial/funeral assistance. All assistance is based on eligibility guidelines. All applicants are required by law to repay the county for assistance given, per SDCL 28-14. County is payer of last resort after all other resources have been utilized.

City Administrator - is the funnel for information between the City Council, City Staff, and State and Federal agencies. The City Administrator assists in the preparation of the annual City budget, recommends policy directions to the City Council, oversees long range planning, directing the activities of city departments and carries out all other duties as prescribed. Finance Office is responsible for managing the fiscal affairs of the City. This includes monitoring accounting services, cash and asset management, payroll, financial reporting and utility billing. City utilities include water, sewer and garbage collection services. Public Works department oversees the maintenance of the streets, alleys, storm sewer, water and sewer systems, rubble site and airport. Planning & Zoning Committee is responsible for preparing and maintaining the City's Comprehensive Plan, administering and enforcing zoning and subdivision regulations, enforcing building codes, and carrying out ordinances for permits and inspection. Building Committee which is comprised of three council members is designated as the building inspector for the City. Together, they review permits and make recommendation to the Planning and Zoning Commission. Parks and Recreation include a swimming pool that is open during the summer months. Area parks are maintained by local organizations.

Some of the primary duties of the Code Compliance Department include: issuing building permits and conducting building inspections, enforcement of the City's Sign Code and issuing sign permits, addressing citizen concerns regarding animals, grass/weeds, nuisances, and snow removal, registration of rental dwelling units and housing inspections, enforcement of the City's Property Maintenance Code, animal control and management of the City's animal shelter, enforcement of grass, weed, and sidewalk snow removal ordinance, and pet licensing; all dogs past 6 months shall be licensed, the yearly tag fee is $10.00 and tags can be obtained at the City Finance office.
