Individuals with a disability, i.e. a physical or mental impairment which constitutes or results in a substantial impediment to employment. Individuals that can benefit from vocational rehabilitation services in achieving an employment outcome; and. Require vocational rehabilitation services to prepare for, enter, engage in, or retain gainful employment.
